"Cuba is in a huge fiscal crisis and a real hard currency crisis," says AS/COA's Christopher Sabatini. "Cuba's infrastructure is literally crumbling, so they really do need a lot of development funding assistance." The need for access to preferential loans could act as an incentive for the Caribbean island to join the OAS, a move that would require it to meet a set of democratic principles first.
